SANAA, Feb. 4 (Xinhua) -- Two people were killed Sunday when the Saudi-led coalition warplanes hit a forensic laboratory in Yemen's capital Sanaa, residents and a Xinhua photographer at the scene witnessed.


Twenty others were wounded in the two airstrikes on the forensic laboratory building in the northern part of rebels-held Sanaa, the photographer said.


Residents said that many civilians were among the casualties. Houthi officials who control the laboratory declined to comment.


The attack was the latest in a series of airstrikes conducted by the U.S.-backed coalition air force since the start of the war in Yemen three years ago.


On Jan. 22, a Saudi-led airstrike killed a family of seven in the Yemeni northern province of Saada, according to provincial security officials.


The Saudi-led coalition has intervened in the Yemeni conflict since March 2015 in an attempt to roll back the Houthi militants and support the internationally-recognized President Abd-Rabbu Mansour Hadi, who was forced into exile by the Houthis.


The war has killed over 10,000 Yemenis, mostly children, and displaced 3 million others, creating one of the world's worst humanitarian crises.




The European Commission will present by the end of March its plan for overhauling tax rules for internet giants, aimed at making them pay up in the countries where they earn their profits, a top official said Sunday.


EU Economic Affairs Commissioner Pierre Moscovici told France's Radio J that his proposals would "create a consensus and an electroshock" on taxing digital economy revenues.


Under EU law, American technology titans like Google and Facebook can choose to report their income in any member state, prompting them to pick low-tax nations like Ireland, the Netherlands or Luxembourg.


That deprives other nations in the bloc of any of the tax revenue, even though they may account for a bigger share of the earnings.


The Organisation for Economic Cooperation and Development says such rules cost governments around the world as much as $240 billion (193 billion euros) a year in lost revenue, according to a 2015 estimate.


"The idea is to be able to identify the activities of digital companies, so we need a range of indicators -- the number of clicks, the number of IP addresses, advertising, and eventually revenues... and then we'll find ways to tax them," Moscovici said.


He said the new rules would apply to giants like Google, Apple, Facebook and Amazon -- together known as GAFA -- as well as services like AirBnB and Booking.


"When you rent a room on Booking, it generates considerable revenue for a company which we don't really know where it's located, and which pays very little in taxes," he said.


On average internet giants pay a tax rate of 9 percent in Europe, compared with an average corporate rate of 23 percent, Moscovici said.

BEIJING, Oct. 9 (Xinhua) -- China plans to build up more vocational schools in poor areas as part of its battle with poverty, said the country's education authority on Monday.


Vocational education was one of the best and fastest ways to bring people out of poverty, Sun Yao, vice education minister, said at a poverty-relief forum.


The new schools will provide professional training based on local economic and social situations, said Sun.


The subjects and majors will be designed to meet the market needs in each area and increase job opportunities for students, Sun explained.


Sun also said China has provided various financial support to poor vocational students across the country, including free tuition, scholarships and student grants.


China is closing in on its ambitious goal of achieving a moderately prosperous society in all respects by 2020, with the baseline task of lifting all people out of poverty.


As of the end of 2016, there were still 43.35 million people in China living below the country's poverty line of 2,300 yuan (344 U.S. dollars) of annual income, accounting for about 3 percent of China's population.




LOS ANGELES, Oct. 9 (Xinhua) -- U.S. private spaceflight company SpaceX Monday launched a rocket from California, carrying 10 communications satellites into orbit for Iridium Communications, an American company providing satellite communications.


The Falcon 9 rocket blasted off from the Vandenberg Air Force Base at 5:37 a.m. PDT (1237 GMT) and about 7.5 minutes later, successfully first stage landed on SpaceX's drone ship "Just Read the Instructions" stationed in the Pacific Ocean.


Cheers and applause broke out in the SpaceX control room as the launch was streamed live online.


"Today's mission represents our 15 Falcon 9 launches of the year," John Insprucker, Falcon 9's principal integration engineer, said in a webcast.


Deployment of the 10 Iridium NEXT satellites began about 58 minutes after the launch and ended at 6:50 a.m. PDT (1350 GMT).


"We're 10 for 10!" Insprucker said. "A clean sweep of Iridium NEXT satellite deployment in the desired final orbit."


"Successful deployment of 10 @IridiumComm NEXT satellites to low-Earth orbit confirmed," SpaceX then tweeted.


This is the third of eight scheduled SpaceX launches for the Iridium NEXT constellation, and will bring the total number of satellites in orbit to 30.


The first launch occurred in January this year, followed by the second one on June 25.


Iridium is the only mobile voice and data satellite communications network that spans the entire globe. The comp.
